Technically you are right.
The reason i implemented it the way it is in the game, is that most of the time you as the player only care about the horizontal velocity of the character. (You want to know how fast you are running forwards.) Adding the vertical speed to the speedometer (jumping/falling) would be more of a hindrance/more confusing because with each jump your speed on the speedometer would spike up and down (while your horizontal velocity stays the same.)
